Microsoft will indeed have an "independent creator program," according to Microsoft's Don Mattrick. Speaking with Kotaku, Mattrick said, "That is something we think -- I think-- is important. That's how I started in this industry. There's no way we're going to build a box that doesn't support that."
However, independent teams will not have the ability to self-publish games on the platform.
"We're going to sponsor it," Mattrick continued. "We're going to give people tools. We're going to give more information." Microsoft itself is investing more than $1 billion into its software, which includes 15 Xbox One exclusives.
