When you think about it, superheroes get kind of a raw deal. They drop everything at the first sign of trouble, perform their usual acts of daring-do, then retreat to their normal lives full of bills, laundry and cheeky youths with nothing but a "My hero!" In Chicago, they've got superheroing down. Powered individuals work as hired hands as part of C.O.W.L., the Chicago Organized Workers League. More than just a clever acronym, C.O.W.L. gives citizens the benefit of having a super-team on the payroll -- there are no signal watches or roof-top spotlights, but rather a group of paid professionals equipped to handle any manner of threat. What happens, then, when the city is removed of its more criminal element? Who needs C.O.W.L. then?
